My family moved to South Charleston 62 years ago.  I attended South Charleston Junior High School and graduated from South Charleston High School in 1959, and then Parkersburg Community College.  My wife of 53 years, Frances Kuhn Wolford, passed away January 19, 2015, we have two sons Mark II and Michael. In 1988 I retired from the Charleston Fire Department as the Deputy Fire Chief, I then became the Public Safety Director for Kanawha County, and later the Homeland Security Coordinator for five counties for the State of  West Virginia. I have held the position as President of the South Charleston Optimist Club, and later became the Lt. Governor for the Optimist Clubs in all of West Virginia.

My goal as councilman is to work for my ward, and be their voice at city hall.  I will also work to continue the success and growth of South Charleston and keep it “Someplace Special”.

City Council Ward 8

I am a lifelong West Virginian, have been proud to call South Charleston his home since I began my law practice career here in 2015. I am a 2011 graduate of Marshall University, and a 2014 graduate of the West Virginia University College of Law. Following a clerkship with the West Virginia state courts, I now primarily represent area small businesses, local governments, and law enforcement agencies as an attorney at the Charleston law firm of Bailey & Wyant, PLLC.

My primary concern as your Councilman is to be prompt and responsive to the needs and values of the 8th Ward’s residents, and to give your concerns a voice in City Hall. It’s a privilege to serve you all, and I can’t wait for us to create an even better South Charleston together.
