Mr. Rymer is a 28 year resident of South Charleston who is married and has 1 daughter. He graduated from Duval High School in 1974. His employment started at Union Carbide Corp of which he gave 28 years of service and has since retired. Kent is currently working for the Kanawha County Board of Education and Snodgrass Funeral Home. Kent has also served on the Board for the South Charleston Visitor and Convention Bureau and on the South Charleston Library Board. He is also a member of the Masonic Lodge and attends the Bible Center Church.

Tommy Spurlock
City Council Ward 2
I am a lifelong resident of Kanawha County. I have been married for 32 years to my wife Kathy and we have two children Tommy and Tevin. We have made South Charleston our home for 24 years. I attended Concord University and graduated from West Virginia State University in 1984. I have been a board member for the charity organization, Mator’s Kids Foundation Inc. for 10 years. I have been employed by CAMC for 34 years.
I look forward to serving my Ward, our community, and the city of South Charleston. I have always loved seeing the sign that says South Charleston Someplace Special.

I am proud to serve Ward 3 as Councilwoman for the City of South Charleston. I have been a citizen of this fine city my entire life and have made it my home along with my husband David and two children Kinsey and Karley.I am co-owner of Epiphany Consulting, which is located in South Charleston and am a member of the South Charleston Chamber of Commerce, the South Charleston Rotary Club, and a volunteer for the Susan G. Komen Foundation of WV.
I graduated form South Charleston High School in 1981 and attended WVSU. South Charleston is “Someplace Special”

Laura Marker
City Council Ward 4
After a few years out-of-state and residing in neighboring areas, I returned to my roots along Corridor G. I was delighted with the annexation of the Alum Creek area into the City of South Charleston having witnessed the “Hometown” feel and exemplary services the City provides its constituents.
My husband and I enjoy spending time with our kids and our two boxers. We also love to ride our side by side, cook, garden, and have our friends over. I’ve been a small business owner since 2006 of Keepin Your Books, LLC, located in Davis Creek. While operating a small business, I continued my education endeavors at West Virginia State University. I obtained my degree in 2010, in Marketing and Accounting.
Looking ahead, I hope to see our City move further out Corridor G and expand to businesses and residential areas as well as exploring the feasibility of a new sewer line to run along Corridor G.

David Di Filippo
City Council Ward 5
I grew up in South Charleston and graduated from South Charleston High School in 1985. I have been married to my wife, Christina, since 2002 and I have two children, Devon and Dominic, both of which are also South Charleston residents. I am co-owner of Better Homes & Gardens Real Estate Central working from our office here at 207 D Street in South Charleston. I am a United States Air Force Veteran and served in the 130th West Virginia Air National Guard for 18 years. In addition to serving on City Council, I am also involved in both the South Charleston Economic Development Authority and the South Charleston Convention and Visitors Bureau.
As Councilman, my goal is to do everything I can to serve those in Ward 5 and the City of South Charleston to the best of my ability. Your voice will be heard.

Bob Lilly
City Council Ward 6
I’m am a graduate of South Charleston High School and graduated with a BS in Business and Economics from West Virginia University. I have been living in my childhood home for over 20 plus years. My employment began with the Kmart Corporation where I retired and began work with the Tamarac for several years and then became the president of Sportmart where I retired again.
I have been active in the community with Meals on Wheels as a volunteer and also a board member. I am also a board member of the South Charleston Library Board and the South Charleston CVB. I attend First Presbyterian Church of South Charleston where I am also the treasurer.
I look forward to serving our great city!

Mr. Westley Smolder
City Council Ward 7
I was born and raised in the Kanawha Valley and attended college at West Virginia University, where I graduated with a BS in Computer Science. After college I served in the US Coast Guard for 5 years, then used my GI Bill to obtain a Master’s in Criminal Justice and Homeland Security at St. John’s University in New York. I was excited to come back to WV and have proudly called South Charleston my home for 3 years. I have worked in federal grant compliance for the State of West Virginia, as an Internal Auditor for Encova, and I now work at TC Energy in regulatory compliance.
I am so proud to represent Ward 7 and will make it my priority to make sure that your concerns and needs are met to the best of my ability!

Adam Strider
City Council Ward 8
I am a lifelong West Virginian, have been proud to call South Charleston his home since I began my law practice career here in 2015. I am a 2011 graduate of Marshall University, and a 2014 graduate of the West Virginia University College of Law. Following a clerkship with the West Virginia state courts, I now primarily represent area small businesses, local governments, and law enforcement agencies as an attorney at the Charleston law firm of Bailey & Wyant, PLLC.
My primary concern as your Councilman is to be prompt and responsive to the needs and values of the 8th Ward’s residents, and to give your concerns a voice in City Hall. It’s a privilege to serve you all, and I can’t wait for us to create an even better South Charleston together.
